The C4 is supported by the 123 hotline, the citizen video surveillance system, several communication systems, civic participation networks, manned and unmanned aerial support equipment, information and analysis systems, and the Emergency Operations Center (EOC).
The C4 also works with entities such as the Risk Management and Climate Change District Institute (Idiger), the Official Fire Department, the Health Secretariat, the National Police, the Women's District Secretariat and the Mayor's Office of Bogotá.
